This is the SBX-1 – The Sea-Based X-Band Radar, which is a self-propelled, floating mobile electronic radar system which is designed to operate in high winds and rough seas. It is part of the U.S. Defense Department Ballistic Missile Defense System.

These are drilling rigs with a gridwork of iron below them creating a giant footprint that stabilise’s the huge weight. They extend up out of the water with their large iron legs.
