How's this for thinking outside the box?  And, it's an idea that already has official Beijing  approval.  In fact, construction of an initial 186 kilometers of the Straddling Bus System has been completed. China has built some huge buses that will allow smaller cars to pass by under them in order to relief urban traffic.
